Assam — Data Verification vs CEA / SLDC / NER-LDC
Verdict · PARTIAL — headline all-time peak reconciles (−1.0%, PASS); installed-capacity gap is a physical-vs-allocated basis difference (IEA-1199), not an error; two-year-peak tile understates (systemic IEA-1198); several anchors unverified.

Findings
- Peak demand (Anchor 1) — PASS (headline). The page surfaces a distinct all-time peak of 2,814 MW dated 2025-09-26 (POSOCO basis). The authoritative record is APDCL's 2,841.84 MW maximum gross demand on 2025-09-26, of which 2,811.84 MW was met (Sentinel Assam). The page tile (2,814 MW) matches the met figure to within rounding and sits −1.0% below the gross record — comfortably inside the ±5% gate. The earlier first-pass "FAIL ~54%" was an artifact of comparing the wrong tile (the two-year peak) against the record; that is corrected here.
- Two-year-peak tile (Anchor 1b) — systemic understatement. The "two-year peak" tile reads 1,308 MW (2026-05-29), which is really a recent-window/today's-peak-class value and sits ~54% below the genuine all-time record. This is the known systemic two-year-peak bug IEA-1198 — referenced, no new ticket. It does not affect the headline peak verdict, which uses the all-time tile.
- Installed capacity (Anchors 2–3) — BASIS DIFFERENCE, not an error (IEA-1199). The page shows capacity physically located in Assam (in-state plant list, total 2,343.4 MW). CEA's allocation-wise NER table reports Assam's allocated share (Sub-Total GrandTotal 2,474.57 MW), which bundles 1,759.91 MW of central-sector allocated share on top of in-state State (411.37) + Private (303.30) ownership. These are two different accounting bases, so the −5.3% gap is expected and explained — not a tolerance failure. The Assam row was re-confirmed against the CEA layout (State/Private/Central/Sub-Total block immediately under the "Assam" label; Sub-Total final column = 2,474.57 MW). Assam shows 0 nuclear on both bases, so this is not a nuclear-allocation artifact.
- Tariff (Anchor 4) — order confirmed, slab unverified. The AERC tariff order dated 2025-03-25 that the page cites is authoritative and real (Petition No. 21 of FY2024; domestic energy charges cut Re 1/kWh effective 2025-04-01; fixed charges unchanged). The specific ₹5.34/kWh slab could not be isolated from the order text in this session, so it is marked order-confirmed but slab-unverified rather than a clean pass.
- Anchors 5–7 unverifiable this session. energymap shows no AT&C / RPO figures for Assam, and no PFC/AERC/NER-LDC authoritative value was retrieved in-session, so these are honestly marked unverified. The fuel-mix tile (Gas 80.8%) is an instantaneous generation share, not a capacity mix, and is not directly comparable to CEA capacity-by-fuel.
Methodology
Live values read from the Assam page on 2026-05-30, distinguishing current demand (1,232 MW), today's peak (1,308 MW), the two-year-peak tile (1,308 MW), and the all-time peak tile (2,814 MW, 2025-09-26). Authoritative values quoted with source + retrieval date (all 2026-05-30). CEA capacity via the Aug-2025 allocation-wise NER report (cached /tmp/cea_ic.txt — Assam Sub-Total row, final GrandTotal column = 2,474.57 MW; in-state physical = State 411.37 + Private 303.30). Capacity is reported on both bases per IEA-1199; the two-year-peak understatement is attributed to IEA-1198. No value interpolated; unverifiable anchors marked unverified rather than guessed.
