Bihar — Data Verification vs CEA / SLDC / ER-LDC

Verdict · PARTIAL — All-time peak tile reconciles to the verified record (+0.05%); installed capacity +29.8% is a physical-vs-allocated basis difference (IEA-1199), not an error; two-year-peak tile understates the record by ~40% (systemic IEA-1198); several DISCOM/tariff anchors left unverified this pass.

Distinguishing the peak-demand fields

The Bihar page exposes four distinct demand tiles, which must not be conflated:

Tile Value (page) Label/date on page
Current/live demand 4,801 MW live
Today's peak 5,306 MW "10:00 IST"
Two-year peak 5,306 MW "2026-05-29"
All-time peak (record) 8,822 MW "2026-05-24"

The all-time peak tile is the headline anchor and it reconciles to the verified record. The two-year peak tile is the one that misbehaves (it has collapsed to the same value as today's peak).

Findings

  • All-time peak tile is correct (+0.05%) — this is the headline PASS. The page's 8,822 MW (2026-05-24) matches the independently reported new May-2026 record of 8,818 MW (Deshaj Times; corroborated by Patna Press). That record broke Bihar's prior high of 8,560 MW recorded 12 July 2025 (≈8,597 MW per CEA via CEIC). Against the prior CEA record the delta is +2.6% — also within tolerance — so the headline passes on both the current and the prior record basis. No "large positive misread" here; the figure is real.

  • Two-year peak tile understates the record by ~40% — systemic, not fresh. The two-year tile shows 5,306 MW (identical to today's peak), against a record of ~8,818 MW: a −39.8% understatement. This is the known systemic two-year-window understatement bug and maps to IEA-1198 — no new ticket. It is the single substantive display defect on this page.

  • Installed capacity +29.8% is a basis difference, not a data error — reference IEA-1199. The page shows capacity physically located in Bihar (full-station nameplate of central-sector thermal plants sited in the state — NTPC Barh / Kahalgaon / Barauni, etc.), totalling 10,821.3 MW. CEA's Aug-2025 allocation-wise table credits Bihar only its allocated share of those central/joint stations, giving a Bihar Sub-Total GrandTotal of 8,339.08 MW (Central 6,944.15 coal + 72.88 hydro = 7,017.02; State 70.70; Private 1,251.36). The two figures use different bases — physical-in-state vs allocated-share — so the +29.8% gap is the expected physical-vs-allocated basis issue, not a tolerance failure. Bihar's CEA nuclear allocation is 0.00 MW, consistent with the page's 0.0% nuclear. Recommend disclosing the capacity basis on the page.

    • Row identity confirmed: the CEA Bihar block (Aug-2025 allocation-wise, Eastern Region) reads — State 70.70, Private 1,251.36, Central 7,017.02, Sub-Total 8,339.08 — and the adjacent Jharkhand block begins immediately after, so the Sub-Total row genuinely belongs to Bihar (layout verified, not a name-misalignment artefact).
  • Unverifiable this pass (honestly flagged, no values fabricated): AT&C losses (30.3%, FY23), RPO (10.4%, FY23 modeled), residential tariff (Rs 7.42 / Rs 7.96), and ER interchange were displayed but not independently cross-checked against PFC / BERC / ER-LDC primary sources within this run — left unverified. The fuel-mix tile (Thermal 99.9%) is a live real-time generation snapshot, not a capacity mix, so it is not comparable to CEA capacity shares and is excluded from the capacity reconciliation.

Methodology

Live tile values read from the Bihar page on 2026-05-30; authoritative values quoted with source + retrieval date. The all-time peak record (8,818 MW) is corroborated by two independent news sources plus the prior-record CEA/CEIC series. CEA capacity via the Aug-2025 allocation-wise report — Bihar Sub-Total GrandTotal = 8,339.08 MW (row identity verified against the surrounding Eastern-Region block). Capacity is reported on both bases (physical-in-state vs CEA-allocated); the gap is explained, not scored as a failure. No value interpolated or fabricated.

Part of the F40 per-state cross-verification programme (IEA-1070).
