Verdict · PARTIAL — headline all-time peak reconciles (−1.1%); capacity gap is a physical-vs-allocated BASIS difference (IEA-1199), not an error; two-year-peak tile understates (systemic IEA-1198); several anchors unverified

Findings
- Headline peak reconciles (✅). The page's all-time peak tile reads 460 MW dated "2025-06-12", versus the authoritative CPDL/Tribune record of 465 MW on 2025-06-12. Δ = −1.08%, well within ±5%. The date matches exactly. The first-pass draft incorrectly headlined the two-year-peak tile (217 MW) against the record and reported a −53% FAIL — that was an artifact of comparing the wrong field. Corrected here.
- Two-year-peak tile understates (−53.3%, ❌ — systemic). The two-year-peak tile reads 217 MW, which equals the retrieval-day current/today's-peak value, not a genuine 24-month maximum. The true recent maximum is the ~465 MW June-2025 record. This is the known systemic two-year-peak understatement tracked under IEA-1198 — no new fix-ticket proposed.
- Installed capacity is a BASIS difference, not an error (⚠️ IEA-1199). The page shows 78.8 MW (physical in-state: one renewable plant of 78.85 MW per the infra-counts API). CEA's allocation-wise table gives Chandigarh an allocated GrandTotal of 252.82 MW (Sub-Total row, Northern Region), which adds Chandigarh's paper shares of central-sector stations — Coal 44.83, Gas 15.03, Nuclear 10.41, Hydro 103.71 — on top of the 78.85 MW in-state RES. As an import-dependent UT, Chandigarh has almost no physical generation of its own; the gap (physical << allocated) is the expected physical-vs-allocated basis issue (IEA-1199), NOT a tolerance failure. Both figures are correct on their own basis.
- Fuel mix is basis-consistent (⚠️ IEA-1199). The page shows ~100% solar/RES because Chandigarh's single physical plant is rooftop/RES solar; the central coal/gas/nuclear/hydro in the CEA row are allocated shares of out-of-UT stations, not in-Chandigarh generation. Same basis distinction as #2.
- AT&C losses, RPO, tariff, and interchange could not be authoritatively cross-checked this pass and are honestly marked unverified — no values fabricated.
First-pass corrections applied
- Headline peak now compares the all-time tile (460 MW) vs the authoritative record (465 MW) → −1.08% ✅ (was a fabricated −53% FAIL against the wrong tile).
- Installed-capacity gap reclassified from "−68.8% data error" to a physical-vs-allocated basis difference (IEA-1199) — page 78.8 MW (physical) vs CEA 252.82 MW (allocated), both correct.
- CEA fuel allocation corrected: Nuclear 10.41 MW, Hydro 103.71 MW (the draft had these two swapped).
- Verdict changed FAIL → PARTIAL.
Methodology
Live values read from the Chandigarh page + /infra-counts API on 2026-05-30; authoritative values quoted with source + retrieval date. CEA capacity from the Aug-2025 allocation-wise PDF — Chandigarh Sub-Total row, GrandTotal column (252.82 MW), with the per-fuel split read column-by-column (Coal/Gas/Nuclear/Hydro/RES). All-time peak cross-checked against CPDL figures reported by The Tribune. No value interpolated; unverifiable anchors left explicitly unverified.
Part of the F40 per-state cross-verification programme (IEA-1070).
