Findings

  • Peak tiles understate the record by ~53% — systemic IEA-1198. On 2026-05-30 the page reads 1,048 MW identically for current demand, today's peak, two-year peak, AND all-time peak — the same instantaneous value is mirrored across all four tiles. Himachal peaks in the Dec–Feb winter window; a late-May read sits in the seasonal trough, so 1,048 MW is a plausible live snapshot for current/today's-peak. But the two-year-peak and all-time-peak tiles are wrong: they should carry a stored historical maximum (~2,219 MW per CEA's FY24-25 Resource Adequacy projection for HP), not echo the live value. This is the known peak-tile understatement (IEA-1198) — now visibly affecting the all-time tile as well. No new fix-ticket proposed.
  • HEADLINE peak delta (all-time-vs-authoritative): −52.8% (1,048 MW displayed vs ~2,219 MW CEA-projected record peak). The earlier first-pass draft both used a stale value (1,027 MW) and mis-attributed it; corrected to the live 1,048 MW read and benchmarked against CEA's RA peak.
  • Installed capacity not present on the fetched page — marked unverified (NOT a tolerance failure). Two independent fetches of the HP page returned only live operational metrics and live generation mix; no installed-capacity (nameplate) section was present in the retrieved content. The first-pass draft's "12,803 MW total / hydro 11,421 MW / RES 1,382 MW" could not be reproduced and appears to have been an artifact — it is removed. The prior +145.7% capacity overstatement was therefore a false positive computed against an unverifiable page value.
  • CEA allocated capacity (the authoritative anchor) = 5,211.16 MW. Confirmed from the Aug-2025 allocation-wise table: the Himachal Pradesh Sub-Total row (Central-only state, no separate State/Private utility rows in this table) carries GrandTotal 5,211.16 MW — verified as the row belonging to HP (label "Himachal Pradesh" → Central 1,529.78 → Sub-Total 5,211.16, immediately before the Jammu & Kashmir block).
  • Physical-vs-allocated basis note (IEA-1199). Himachal is a hydro-rich exporter: physical in-state capacity (sum of plants located in HP — Nathpa Jhakri, Karcham Wangtoo, Parbati-II, Chamera, Baspa, etc.; 29 large HEPs alone exceed 10,281 MW per public sources) is far larger than HP's allocated beneficiary share of 5,211.16 MW, because central-sector hydro output is allocated across Northern-region states. If/when the page surfaces a physical-in-state capacity figure, a large physical >> allocated gap is the expected basis difference (IEA-1199), not a data error. It cannot be marked pass-or-fail this pass because the page value was not present to compare.
  • Anchors 7–10 unverified, honestly flagged. Imports (333 MW projected), AT&C losses, RPO, and tariff were not cross-referenced against NR-LDC PSP / regulator orders this pass. Per the no-fabrication rule they are marked unverified, not estimated.

Methodology

Live values read from the Himachal Pradesh page on 2026-05-30 (~06:00 IST) via two independent fetches; both returned live operational data only (no nameplate installed-capacity section). Authoritative peak benchmarked against CEA's Resource Adequacy Plan for HP (2024-25 to 2034-35), which projects ~2,219 MW peak demand for FY24-25 — the best-cited record-class figure (HP's actual winter peaks have historically sat in the ~1,700–2,200 MW band). CEA capacity via the Aug-2025 allocation-wise report: HP Sub-Total GrandTotal = 5,211.16 MW (allocated basis). The CEIC monthly series blocked direct fetch (HTTP 403) and the CEA RA PDF blocked on TLS; their figures were taken from search-result snippets. No value was interpolated or fabricated; absent page values are marked "unverified," never assigned a delta.
