Findings
- Peak demand is not ingested — there is no tile value at all, so there is no misread. The API returns
demand_mw: nullandpeak_mw: null, with no current-demand, today's-peak, two-year-peak, or all-time-peak field populated. J&K is atier-3/completion_class: emptybacklog state with zero ingested demand points. The headline peak verdict therefore compares nothing displayed against the authoritative all-time record of 3,405 MW (Mar 2020, CEA) — a data-completeness gap, not a tolerance failure and not a positive-delta misread. Recent context: winter 2024-25 peaks reached ~3,200 MW, summer-2025 peak met was 2,906 MW, and SLDC projects ~6% CAGR demand growth through 2035-36. - The two-year-peak understatement bug (IEA-1198) does not manifest here — but is pre-empted by the same root cause. That systemic bug shows a low non-null two-year-peak number; here the tile is empty because no demand has been ingested. When J&K is eventually onboarded, the IEA-1198 understatement pattern would apply to its two-year-peak tile and should be watched; no new ticket is warranted.

Capacity is reported on both bases — page (physical in-state) and CEA (allocated) — per the basis convention in IEA-1199. No value interpolated; every unreachable anchor marked unverified.
