Findings

  • Headline peak (all-time, 2,609 MW) — unverified, not "confirmed." The first pass claimed a "~2,610 MW record" anchor sourced to Avenue Mail and reported a −0.04% match. That anchor is an artifact: the cited Avenue Mail article only mentions the Kolhan division at 600 MW (up from ~500 MW) — it contains no state-level peak figure, and nothing in it corroborates 2,609 MW. No authoritative state record could be retrieved this pass either: data.gov.in's daily-peak dataset, CEIC and Indiastat all returned HTTP 403, and JBVNL publishes no live record bulletin (public references cite a stale FY17-18 peak of ~2,150 MW). The page's 2,609 MW figure is internally plausible and seasonally reasonable for a May-2026 heatwave, but per the no-fabrication rule it is marked unverified rather than scored against an invented anchor. Headline peak delta: not computable.

  • The two-year-peak tile (2,359.6 MW) understates — systemic IEA-1198. It sits ~9.6% below the page's own all-time-peak field (2,609 MW), so the understatement is demonstrable from the page alone without any external anchor. This is the known systemic two-year-peak bug, IEA-1198 (no new fix-ticket proposed). The all-time-peak field is the more credible of the two.

  • Installed capacity is a BASIS note, not a +135% error. The first pass reported "7,547.6 MW displayed → +134.9% vs CEA" with a fuel split (Coal 7,030 / RES 307.56 / Hydro 210). The page displays no installed-capacity figure in MW at all — only a live fuel-mix percentage strip — so there is no displayed number to be "overstated." The earlier figure appears to be a first-pass hallucination. For reference, CEA's allocation-wise GrandTotal for Jharkhand (As on 31.08.2025) is 3,212.95 MW (Sub-Total row, verified aligned to the Jharkhand block: Central thermal 1,807.62 + state/private thermal → Thermal 2,807.62; RES 405.33 of which 176.98 + 228.35 MNRE; large-hydro 0; nuclear 0). This is the state's allocated share, a different basis from the physical in-state nameplate (large central/IPP coal — North Karanpura, Maithon, Bokaro, Tenughat — physically sit in Jharkhand but their output is largely allocated out of state). A physical-vs-allocated gap of this kind is the physical-vs-allocated basis issue (IEA-1199), not a data error. Since the page surfaces neither basis as a MW number, there is nothing here to fail on tolerance.

  • Unverifiable anchors (honestly flagged). AT&C losses and RPO compliance are shown as "not published for this state" — nothing to compare. Residential tariff (₹6.70/kWh) was not cross-checked against a JSERC tariff order this pass; the current/RT-demand anchor was not checked against an ER-LDC PSP / SLDC bulletin. All four remain unverified.

Methodology

Live values read from the Jharkhand page on 2026-05-30 (each demand field recorded separately to avoid the field-conflation error in the first pass). CEA capacity via the Aug-2025 allocation-wise report (cached /tmp/cea_ic.txt), with the Jharkhand Sub-Total row visually confirmed aligned to the Jharkhand block before extraction. The state all-time peak could not be confirmed against any retrievable SLDC/CEA/credible-news source and is marked unverified rather than scored against a fabricated anchor. No value interpolated; the first-pass "displayed installed capacity" and "Avenue Mail ~2,610 MW record" anchors were dropped as artifacts.
