Lakshadweep — Data Verification vs CEA / SLDC / isolated island grid

Verdict · FAIL — displayed all-time peak 55 MW vs CEA annual peak 16 MW (+244%), physically impossible (>33.4 MW total island capacity on an isolated grid); installed capacity reconciles to CEA exactly (33.40 MW, both bases coincide).

Findings

  • CRITICAL (anchor 1, HEADLINE FAIL): the demand stack reads a uniform 55 MW seed value. On 2026-05-30 the page reports the identical 55 MW for current demand, today's peak, two-year peak, AND all-time peak — every field carrying today's date. This is a tell-tale placeholder/seed artefact, not four independently sourced values. The authoritative all-time/annual peak from CEA's Electric Power Survey FY2024-25 is 16 MW (Δ +243.75%). 55 MW is physically impossible: it exceeds the UT's total installed capacity of 33.4 MW, and Lakshadweep is an isolated island grid with zero transmission interconnection (/infra-counts shows 0 substations, 0 lines), so demand met can never exceed local generation. The 16 MW peak is internally consistent with capacity (33.4 MW, ~48% peak/capacity headroom for diesel-redundant islands) and with annual energy of ~77 MU (CEA EPS) ⇒ ~55% load factor.
  • Two-year-peak tile (anchor 1a): the 55 MW two-year tile is part of this same uniform-seed defect and is an over-statement here, but the systemic two-year-peak pipeline bug is tracked under IEA-1198 — referencing it, no new ticket. Note the defect on this page is broader than IEA-1198 alone (current and all-time also pinned to 55 MW), so the fix must reset the entire demand stack for SLDC-dark UTs, not just the two-year field.
  • PASS (anchors 2–3): installed capacity matches CEA exactly — and both bases coincide. CEA's Aug-2025 report carries a dedicated "Installed Capacity of Power Utilities in the States/UTs located in Islands" table (Lakshadweep is NOT in the mainland allocation-wise grid table but IS reported here). Lakshadweep's Sub-Total row: Diesel 26.83 MW + RES(MNRE) 6.57 MW = 33.40 MW Grand Total, reproduced by the page to two decimals. This islands sub-total already includes allocated shares in joint & central-sector utilities per the table title; because Lakshadweep has zero central/joint allocation (Central row = 0.00), the physical-in-state and allocated bases coincide at 33.40 MW — so there is no physical-vs-allocated gap to flag here (the basis caveat tracked under IEA-1199 does not bite for this UT). For context, the Lakshadweep Electricity Department's own pages show this capacity grew over time (~18.6 MW in 2012, ~26.3 MW by FY2023-24 as solar was added), consistent with the current 33.4 MW.
  • Renewable share (anchor 4): basis note, not an error. The page's 2.2% is a generation-share (diesel runs nearly all the load), whereas RES is 6.57/33.40 ≈ 19.7% of capacity. The two are not comparable bases; the displayed figure is plausible for a diesel-dispatched island and is not flagged as a discrepancy.
  • Honest gaps / unverified. energymap transparently marks AT&C losses and RPO compliance as "not published" for this UT — appropriate, not a defect. Residential tariff ₹1.75/kWh, AT&C, and RPO could not be confirmed against a primary JERC/PFC source in this pass and are marked unverified rather than guessed.

Methodology

Live values read from the Lakshadweep page + /infra-counts on 2026-05-30; authoritative values quoted with source + retrieval date. CEA capacity via the Aug-2025 installed-capacity report — specifically its Islands table (Lakshadweep Sub-Total Grand Total = 33.40 MW), extracted with pdftotext -layout after curl -k (CEA TLS chain does not verify). Peak demand via the CEA FY2024-25 Energy Requirement & Peak Demand survey (File No. CEA-GO-12-31/2/2022-GM Division): Lakshadweep peak-demand row annual column = 16 MW; energy-requirement row annual = 77 MU. No value interpolated; unretrievable anchors marked unverified.

Verdict

FAIL. The headline peak-demand anchor is a same-basis number that is wrong by +244% and physically impossible on an isolated 33.4 MW grid — the entire demand stack (current / today / two-year / all-time) is pinned to a single 55 MW seed value. Installed capacity (33.40 MW, Diesel 26.83 / RES 6.57) reconciles to CEA exactly, with physical and allocated bases coinciding. The two-year-peak component is referenced to IEA-1198; the capacity basis concept to IEA-1199 (non-binding here). Tariff/AT&C/RPO remain honest unverified gaps.
