Maharashtra — Data Verification vs CEA / SLDC / WR-LDC

Verdict · PARTIAL — headline all-time peak reconciles (+0.32% vs MSLDC); the two-year-peak tile understates by ~20% (known systemic bug IEA-1198); installed-capacity gap is a physical-vs-allocated basis difference (IEA-1199), not a data error; four secondary anchors are unverified

Peak demand — the page exposes four distinct fields

The Maharashtra dashboard shows several different demand numbers; they are not interchangeable, and the first-pass report conflated them. Read precisely:

Field on page Value (verbatim) What it is
Demand now 23,104 MW live snapshot at retrieval
Peak today 25,680 MW at 10:00 IST intraday peak so far today
2-yr peak 25,679.5 MW ("2026-05-29") rolling two-year-window tile
All-time state peak 32,419 MW ("2026-03-11") POSOCO/record all-time peak

The headline peak verdict compares the page's all-time state peak (32,419 MW) against the authoritative whole-state record. MSLDC's homepage reports "Max Demand Met during the year = 32,317 MW on 13-05-2026" (mahasldc.in, retrieved 2026-05-30). That is the correct same-basis comparator (whole-state demand met, including the Mumbai island licensees Adani/Tata/BEST, not just MSEDCL).

→ 32,419 MW vs 32,317 MW = +0.32% — PASS. The page's all-time peak is accurate.

Note the MSEDCL DISCOM page shows a separate "27,290 MW (2026-04-27)" figure — that is MSEDCL-only catered demand and is not the whole-state peak, so it is the wrong comparator for the state record.

Findings

  • Headline all-time peak is accurate. Page 32,419 MW vs MSLDC's recorded 32,317 MW max-demand-met = +0.32%, comfortably within ±5%. Independent news corroboration places Maharashtra whole-state peak in the ~31.5 GW band during the May-2026 national peak events (Down To Earth power tracker), consistent with the ~32 GW record.
  • Two-year-peak tile understates by ~20.5% (25,679.5 MW vs MSLDC 32,317 MW). This is the known systemic understatement of high-demand states in the rolling two-year-window tile — maps to IEA-1198; no new fix-ticket proposed. The correct all-time figure is already present and accurate on the same page, so the data exists; the tile derivation is the defect.
  • Installed-capacity gap is a basis difference, not an error. The page shows capacity physically located in Maharashtra (sum of in-state plants ≈ 59,979.7 MW), whereas CEA's allocation-wise table credits Maharashtra only its allocated share of central/joint plants (e.g. Nuclear allocation 1,068.7 MW vs the in-state Tarapur nameplate 1,400 MW; Coal allocated 24,714.3 MW). The Maharashtra Sub-Total GrandTotal in the CEA Aug-2025 allocation-wise report is 56,121.66 MW (row confirmed as Maharashtra). The +6.87% gap is the physical-vs-allocated basis issue (IEA-1199), not a tolerance failure.
  • Four secondary anchors unverified. AT&C losses, RPO, tariff slabs, and real-time interchange were read off the page but not independently cross-checked against PFC / MERC / WR-LDC in this pass; they are honestly marked unverified rather than asserted PASS.

Methodology

Live values read from the Maharashtra page on 2026-05-30 via WebFetch. Authoritative whole-state peak taken from the MSLDC homepage "Max Demand Met during the year" field (32,317 MW, 13-05-2026) with retrieval date; MSEDCL DISCOM-only peak (27,290 MW) explicitly excluded as a wrong-basis comparator. CEA capacity from the Aug-2025 allocation-wise report — Maharashtra Sub-Total row, GrandTotal column = 56,121.66 MW (allocated basis); the page total is the physical in-state basis. No value interpolated; figures that could not be independently confirmed are marked "unverified".

Part of the F40 per-state cross-verification programme (IEA-1070). Two-year-peak tile understatement tracked in IEA-1198; physical-vs-allocated capacity basis tracked in IEA-1199.
