Manipur — Data Verification vs CEA / SLDC / NER-LDC

Verdict · PARTIAL — all-time peak understates MSPCL's ~262 MW standing peak (−16.8%, IEA-1198); page shows no MW installed-capacity figure (only a % fuel mix), so capacity is reported on the CEA-allocated basis only and not gradeable on-page (IEA-1199). No same-basis number is wrong beyond tolerance.

Findings

  • All-time peak FAILS (−16.8%): the page's headline "POSOCO all-time peak" renders 218 MW dated 2026-05-30 — identical to the live demand (218 MW), today's peak (218 MW), the two-year tile (218.4 MW) and the latest daily peak (218 MW). All four collapse onto the same ~218 MW value on today's date, which is the signature of a thin POSOCO feed where the "all-time" slot is back-filled with the current reading rather than a true historical maximum. The authoritative standing peak from MSPCL, the state transmission licensee, is about 262 MW (against ~153.30 MW availability). 218 vs 262 = −16.8%, outside the ±5% band → genuine understatement.
  • Two-year-peak tile also understates (−16.6%, IEA-1198): the 218.4 MW two-year tile is ~17% below the ~262 MW state peak — a textbook instance of the systemic two-year-peak understatement tracked under IEA-1198. No new fix-ticket proposed; this and the all-time-peak collapse are two symptoms of the same thin two-year POSOCO window.
  • Installed capacity — not displayed on page; reported on CEA-allocated basis only (IEA-1199): the Manipur page shows no MW installed-capacity figure at all — neither a total nor a per-fuel MW breakdown. The only generation-side number is a live percentage fuel mix (hydro 98.5% / solar 1.5%), which is an instantaneous dispatch share, not a capacity stock. CEA's Aug-2025 allocation-wise NER table gives Manipur a GrandTotal of 274.25 MW on the allocated-share basis (Coal 47.10 + Gas 81.58 + Diesel 36.00 = 164.68 thermal; Hydro 87.24 + RES 22.33 = 109.57 renewable; row verified as the Manipur Sub-Total line, not a mis-aligned neighbour). Manipur is hydro-import-dependent, so a future on-page physical in-state total (sum of plants physically sited in Manipur) would sit well below this allocated 274.25 MW — that gap, when it appears, is the physical-vs-allocated basis issue (IEA-1199), NOT a data error. Because the page currently shows nothing comparable, capacity is marked "not gradeable on page," not a tolerance failure.
  • The earlier "−40.2% capacity FAIL" was a first-pass artifact — it compared a page value (164.0 MW) and a per-fuel MW breakdown that the page does not actually render. Both have been removed.
  • Unverifiable anchors honestly marked: AT&C losses, RPO compliance and interchange are explicit data-gaps on the page; the residential tariff could not be cross-checked against a retrievable MnERC / JERC(M&M) order this run. All marked unverified — none fabricated.

Methodology

Live values read from the Manipur page on 2026-05-30 via fetch; authoritative values quoted with source URL + retrieval date. CEA capacity from the Aug-2025 allocation-wise PDF, North-Eastern Region table, Manipur Sub-Total row, Grand-Total column = 274.25 MW (column map: Coal·Lignite·Gas·Diesel·ThermalTotal·Nuclear·Hydro·RES·RenewableTotal·GrandTotal; row arithmetic 164.68 + 109.57 = 274.25 confirmed in-table). The state peak anchor is MSPCL's standing "~262 MW against ~153.30 MW availability" statement (undated standing figure). No value interpolated; nothing fabricated.

Part of the F40 per-state cross-verification programme (IEA-1070). Peak-tile understatement → IEA-1198; physical-vs-allocated capacity basis → IEA-1199.
