Against the CEA FY2024-25 anticipated annual peak of 474 MW that is −23.8% — an expected forecast-vs-metered gap (the anticipated series is a planning forecast; actual metered December demand was lower). The CEA monthly anticipated peak for Dec is 459 MW, against which 361 MW is −21.4%. The first-pass headline of "219 MW vs 474 MW, −53.7% FAIL" was a misread: it compared the modeled off-season night-time snapshot (219.386 MW, 23:31) against an annual forecast peak — apples to oranges. The real defect is that the page's "peak" tile mirrors the modeled instantaneous value instead of a true 2-year/all-time peak; that is the known systemic understatement tracked by IEA-1198 (no new ticket). For reference, MeECL's own "unrestricted peak demand" is a derived figure (Connected Load × 0.85 × 0.6) of ~396 MW (FY2013-14 / FY2016-17), not a metered record — so no clean dated all-time metered record is published; the CEA series is the strongest authoritative comparator.

Installed capacity (anchor 2) — BASIS difference, NOT a tolerance failure (IEA-1199). The page shows 395.110 MW, the sum of plants physically located in Meghalaya (3 plants — essentially the state-sector hydro fleet plus in-state RES). CEA's allocation-wise table reports the state's allocated share of 651.78 MW — a different accounting basis that adds Central-sector generation allocated to Meghalaya. CEA row (verified as Meghalaya's, after correcting the PDF's name-misalignment where the State/Private rows print above the state label):

CEA peak demand from the FY2024-25 Anticipated Energy Requirement & Peak Demand PDF (Meghalaya anticipated annual peak 474 MW; Dec 459 MW). No value interpolated or fabricated; unreachable sources and the absent all-time-peak tile are marked unverified.
