Mizoram — Data Verification vs CEA / SLDC / NER-LDC

Verdict · PARTIAL — Headline all-time peak verified within tolerance (−0.6%); installed-capacity gap is the physical-in-state vs CEA-allocated basis difference (IEA-1199), not an error; AT&C / RPO / tariff anchors unverifiable.

Peak-demand fields (distinguished)

The /states/mizoram page surfaces several distinct demand fields. They must not be conflated:

Field on page Value (retrieved 2026-05-30) Notes
Current demand 161 MW (06:00 IST) Live snapshot
Today's peak 161 MW (00:00 IST) Intraday max
Two-year peak tile 160.8 MW See IEA-1198 note below
All-time peak tile ~161 MW Used for the HEADLINE verdict

The headline peak verdict compares the page's all-time peak (~161 MW) against the authoritative all-time record.

Findings

  • Headline peak is accurate and within tolerance. The page's all-time peak tile (~161 MW) vs the authoritative all-time peak met of 162 MW (December 2024, an all-time high per the CEA/CEIC peak-met series) gives Δ = −0.6%, comfortably inside ±5%. No fabrication: the 162 MW record is corroborated by two independent CEIC/CEA reads (Dec-2024 = 162 MW, up from 145 MW in Nov-2024). There is no large positive peak delta here — the displayed figure does not overstate the record, so no misread to correct.
  • Two-year peak tile does NOT materially understate here. The two-year peak tile (160.8 MW) sits within ~1% of the 162 MW record, so the systemic two-year-peak understatement bug (IEA-1198) — which bites high-demand states whose record falls outside the rolling two-year window — does not visibly affect Mizoram, a ~160 MW low-demand state. Referenced for completeness; no fresh peak ticket warranted.
  • Installed-capacity gap is a BASIS difference, not a data error (IEA-1199). The page's 139.9 MW (RES 79.87 + hydro 60.0) is the physically-in-state capacity — the sum of plants located in Mizoram — and is consistent with the ~139 MW in-state figure in the CEA Resource Adequacy Plan. CEA's allocation-wise Grand Total of 266.31 MW is a different basis: it credits Mizoram with its allocated share of central-sector stations, including ~91.5 MW of central thermal (Coal 31.05 + Gas 60.46) that is not physically located in Mizoram, plus a central-hydro share (Hydro 97.94 vs ~60 in-state). For Mizoram — a small, allocation/import-heavy NER state — allocated (266.31) >> physical (139.9). This is the physical-vs-allocated basis issue (IEA-1199), not a tolerance failure; both figures are correct on their own basis. CEA row alignment was re-confirmed against the source: the Mizoram block (Central / Sub-Total rows) gives Sub-Total Grand Total = 266.31 MW and is the row that belongs to Mizoram (between Nagaland above and the NER Central-Unallocated/Total rows below).
  • Three anchors are honestly unverifiable. energymap itself publishes no AT&C-loss or RPO data for Mizoram, and no MSERC residential tariff order was retrieved to confirm the ₹6.80/kWh legacy figure. These are marked unverified rather than guessed (hard no-fabrication rule).

Methodology

Live values read from the Mizoram page on 2026-05-30, with the peak fields distinguished (current demand / today's peak / two-year-peak tile / all-time-peak tile). Authoritative values quoted with source + retrieval date 2026-05-30. CEA installed capacity via the Aug-2025 allocation-wise report (Mizoram Sub-Total Grand Total = 266.31 MW; Coal 31.05 · Gas 60.46 · Hydro 97.94 · RES 76.86); the row was re-verified to belong to Mizoram. Authoritative all-time peak (162 MW, Dec-2024, all-time high) via the CEIC/CEA peak-met series, cross-checked against the CEA Resource Adequacy Plan (in-state capacity ~139 MW; note its 184/199/215 MW FY24–26 figures are forward projections, not recorded peaks, so the recorded 162 MW is the correct anchor). No value interpolated or fabricated.

Part of the F40 per-state cross-verification programme (IEA-1070). Capacity basis: IEA-1199. Two-year-peak tile: IEA-1198.
