Puducherry — Data Verification vs CEA / SLDC / SR-LDC

Verdict · PARTIAL — all-time peak understates the authoritative UT peak by -35.3% (systemic two-year-peak undercount, IEA-1198); installed-capacity gap is a physical-in-state vs CEA-allocation-wise basis difference (IEA-1199), not a data error; four secondary anchors unverified this session

Findings

  • Peak demand — distinguish the fields. The page shows current demand = 301 MW, today's peak = 301 MW, two-year peak = 301 MW ("2026-05-30"), and all-time (POSOCO) peak = 301 MW ("2026-05-30") — i.e. all four tiles collapse to the same 301 MW value. The authoritative UT-wide peak demand reported by the Puducherry Electricity Department is 465 MW (Puducherry + Karaikal + Mahe + Yanam, peak period). The headline all-time-vs-authoritative delta is (301 − 465)/465 = -35.3%, a clear understatement (negative — not a misread overshoot). The fact that the two-year peak tile also reads only 301 MW is the systemic two-year-peak undercount tracked under IEA-1198 — no new fix-ticket is proposed.

  • Installed capacity — a BASIS difference, not an error. Two different, both-correct bases:

    • Basis A — physically in-state (what the page shows, ~116.1 MW): the only generation physically located in the UT is the 32.5 MW PPCL gas plant plus in-state RES (rooftop/ground solar ≈ 83.6 MW). The Puducherry Electricity Department confirms this directly: "There is no power generation in the Union Territory except [a] 32.5 MW Gas based Power Plant operated by the Pondicherry Power Corporation Limited." The page's physical figure reconciles with this.
    • Basis B — CEA allocation-wise (442.31 MW): CEA's Aug-2025 allocation-wise table credits Puducherry with its allocated shares of central/joint stations: Coal 140.80 + Lignite 111.80 + Gas 32.50 + Nuclear 86.00 + RES 71.21 = Sub-Total GrandTotal 442.31 MW (of which ~338.60 MW is the Central-sector allocated share that is physically located in other states). Row identity was re-confirmed against the raw allocation-wise PDF: the State (Gas 32.50), Private (RES 71.21) and Central (Coal 140.80 / Lignite 111.80 / Nuclear 86.00 → 338.60) rows all belong to the "Puducherry" block, summing to the 442.31 Sub-Total.
    • The ~116 MW (physical) vs 442 MW (allocated) gap is the expected physical-vs-allocation basis issue for an import-dependent UT (reference IEA-1199), NOT a tolerance failure. Puducherry is the textbook import-only UT case: physical << allocated.
  • Anchors 4–7 unverifiable in this session: AT&C losses and RPO compliance are explicitly absent on the page; the residential tariff and the ↓464 MW projected import figure were read but not cross-checked against a JERC order / SR-LDC PSP, so they are honestly marked unverified rather than passed.

Methodology

Live values read from the Puducherry /states/puducherry page on 2026-05-30. Authoritative peak quoted from the Puducherry Electricity Department "Power Scenario & Availability" page (465 MW UT-wide peak; retrieved 2026-05-30). CEA capacity from the Aug-2025 allocation-wise report (IC_Aug_2025allocation_wise-1.pdf), Puducherry Sub-Total GrandTotal = 442.31 MW (retrieved 2026-05-30). Installed capacity is reported on two explicit bases (physical-in-state vs CEA-allocation-wise). No value interpolated; unverifiable anchors are marked unverified rather than passed.

Verdict

PARTIAL. The only same-basis breach is the all-time peak (-35.3%), which is a known display artifact of the systemic two-year-peak undercount (IEA-1198), not a fresh data error. The installed-capacity gap is fully explained by the physical-in-state vs CEA-allocation-wise basis difference (IEA-1199) and the page's physical figure reconciles with the Electricity Department's own statement, so it is not a tolerance failure. Four secondary anchors (AT&C, RPO, tariff, interchange) remain unverified this session.
