Punjab — Data Verification vs CEA / SLDC / NR-LDC
Verdict · PASS — headline all-time-peak tile reconciles (+3.0%); capacity gap is the documented physical-vs-allocated basis difference (IEA-1199), not an error; two-year-peak tile understatement is the known systemic bug (IEA-1198); three soft metrics honestly marked unverified.

Peak-demand tiles — read precisely
The Punjab page exposes four distinct demand fields. They are NOT interchangeable, and the first pass conflated them:
| Tile (page label) | Page value | Date shown |
|---|---|---|
| Current / live demand | 10,093 MW | "2026-05-30" 06:00 IST |
| Today's peak | 12,649 MW | 11:00 IST |
| Two-year peak | 12,649 MW | "2026-05-29" |
| All-time / record peak | 17,171 MW | "2025-07-05" |
The headline peak verdict compares the page's all-time peak tile (17,171 MW) against the authoritative all-time record.

Findings

Headline all-time peak PASSES (+3.0%). The page's all-time-peak tile reads 17,171 MW (2025-07-05). The authoritative all-time record is 16,670 MW on the same date (2025-07-05) per the PSPCL year-ender — 11.42% above the same-day 2024 figure (14,961 MW). The page's 17,171 MW is the POSOCO/RTC instantaneous read, which sits marginally above the DISCOM-reported 16,670 MW; +3.0% is inside the ±5% band. (The widely-quoted "above 17,200 MW" figure is a forward projection for the coming paddy season, not an achieved record, and is not used as the anchor.) The first pass erroneously compared the two-year tile against the all-time record and reported a spurious −24.1% FAIL — that was a mislabel, now corrected.

Two-year peak tile understates (~24%) — systemic, not a data error. The two-year tile shows 12,649 MW (2026-05-29), identical to today's peak, yet a true two-year window must include the July-2025 paddy-season peak (≈16,670–17,171 MW). This is the documented systemic understatement of high-demand states' rolling-window peak tile — maps to IEA-1198. No new fix-ticket proposed; referenced only.

Installed-capacity gap is a BASIS difference, not an error (IEA-1199). The page shows capacity physically located in Punjab (sum of in-state plants ≈9,125.6 MW — in-state coal such as Ropar, Lehra Mohabbat, Rajpura, Talwandi Sabo, Goindwal Sahib, plus ≈1,160 MW hydro and in-state RES). CEA's allocation-wise table reports Punjab's allocated share of 14,667.35 MW (Punjab Sub-Total row: Coal 8,214.00 · Gas 150.00 · Nuclear 229.09 · Hydro 3,827.44 · RES 2,246.82 · GrandTotal 14,667.35; this is the State 7,580 + Private 3,257 + Central 1,440 allocation rows aggregated). Punjab is allocation-rich (physical << allocated) because it draws large central-sector shares (nuclear 229 MW, central hydro ≈2,296 MW, central coal 1,440 MW) generated outside the state. The ~38% physical-vs-allocated gap is the physical-vs-allocated basis issue (IEA-1199), NOT a tolerance failure. The first pass's claim of a "−37.8% coverage-gap FAIL" — and its fabricated arithmetic ("Private 38,563") — are corrected: 38,562.97 is Rajasthan's private row immediately below Punjab in the misaligned PDF layout, never Punjab's.

Fuel-mix tile is live generation share, not capacity. The page fuel tile (Thermal 88.7% / Hydro 9.5% / Solar 1.8% / Gas 0% / Nuclear 0%) is the current generation mix, not a nameplate split, so it is not directly comparable to the CEA capacity breakdown and is not scored as a discrepancy.

Three soft metrics unverified. AT&C losses (11.2%, FY23), RPO (15.2% actual) and residential tariff (₹5.40/kWh) are modeled/derived on the page; their authoritative sources (PFC / PSERC) were not retrieved within this task and are honestly marked unverified rather than guessed.
Methodology
Live values read from the Punjab page on 2026-05-30; authoritative all-time peak quoted from the PSPCL year-ender / Tribune / Business Standard reporting with retrieval date. CEA capacity via the Aug-2025 allocation-wise report (pdftotext -layout); the Punjab Sub-Total row (GrandTotal column = 14,667.35 MW) was re-confirmed against the misaligned PDF layout — the State/Private/Central rows printed above the "Punjab" label belong to Punjab; the 38,562.97 private figure belongs to the Rajasthan block below. No value interpolated; unverifiable anchors flagged.
Part of the F40 per-state cross-verification programme (IEA-1070).
