Sikkim — Data Verification vs CEA / SLDC / ER-LDC

Verdict · PARTIAL — headline all-time peak reconciles (page 139 MW vs CEA recorded ~133 MW, +4.5%, within tolerance); installed-capacity tile is a physical-in-state (2,344.7 MW) vs CEA allocation-wise (788.82 MW) BASIS difference (IEA-1199), not an error; the "two-year peak" tile overstates at 370 MW (systemic IEA-1198); several regulator-sourced anchors unverified.

Peak-demand fields on the page (read precisely)

The Sikkim page surfaces several DISTINCT demand numbers — they must not be conflated:

Field on page Displayed value Notes
Current demand 370 MW live/real-time tile
Today's peak 370 MW (00:00 IST) mirrors current demand at retrieval
Two-year peak (tile) 370 MW ("2026-05-30") systemic overstatement — equals current demand; see IEA-1198
All-time peak (POSOCO) 139 MW ("2025-02-10") this is the value used for the HEADLINE peak verdict

The headline peak verdict compares the page's all-time peak (139 MW) against the authoritative recorded peak. The two-year-peak tile (370 MW) is a separate, known systemic artifact and is reported but does not drive the headline.

Findings

  • Headline peak (PASS, within tolerance): the page's all-time POSOCO peak of 139 MW (2025-02-10) reconciles with the authoritative recorded peak. CEA's Resource Adequacy Plan Table 1 records Peak Met of 133 MW (2021-22), 124 MW (2022-23) and 133 MW (2023-24); the FY2025-26 projection is 158 MW; the peak season is Dec–Feb. A 139 MW winter-2025 record is internally consistent — +4.5% over the most recent recorded actual (133 MW) and below the 158 MW projection. Within the ±5% tolerance. The exact 139 MW SLDC record could not be independently retrieved from an SLDC/news source, but it sits squarely inside the authoritative band, so the headline is honest PASS.
  • Two-year-peak tile (systemic overstatement, IEA-1198): the "two-year peak" tile reads 370 MW — identical to the displayed current demand (370 MW) and ~2.3× the FY2025-26 projection (158 MW) / ~2.8× the recorded actual (133 MW). The tile is mirroring the live current-demand value rather than the trailing 24-month maximum. This is the known systemic peak-tile bug IEA-1198 — here it overstates. No new ticket; referenced for tracking. This drives the PARTIAL roll-up but is not the headline peak number.
  • Installed capacity (BASIS difference, not an error — IEA-1199): /infra-counts reports 2,344.7 MW (Hydro 2,282.0 + RES 62.67) — capacity physically located in Sikkim (Teesta III 1,200 MW, Teesta V 510 MW, Teesta VI 500 MW and others on the Teesta basin; Govt-of-Sikkim and power-technology.com corroborate ~2,295–2,344 MW in-state). CEA's allocation-wise table assigns Sikkim a 788.82 MW allocated share (Coal 82.88 + Hydro 643.27 + RES 62.67), because most Teesta output is allocated to other states. Sikkim is a hydro-rich small state where physical >> allocated — the gap is the physical-vs-allocated basis issue (IEA-1199), NOT a tolerance failure. Note the RES figure (62.67 MW) is identical on both bases. Recommend the tile carry an explicit basis label.
  • Unverifiable anchors: AT&C losses and RPO compliance read "Data unavailable" on the page and are correctly unpopulated. The residential tariff (₹1.60/kWh, 0–50 kWh slab) and the projected ↓60 MW Eastern-region import could not be confirmed against an SSERC tariff order or an ER-LDC PSP on 2026-05-30 and are honestly marked unverified (not failures — no contradicting authoritative value was found).

Methodology

Live values read from the Sikkim page + /infra-counts on 2026-05-30. Authoritative peak from the CEA Resource Adequacy Plan for Sikkim (Aug 2024), Table 1 "Power Supply Position" (recorded Peak Met) and the Peak Demand Projections table (FY2025-26 = 158 MW). CEA installed capacity from the Aug-2025 allocation-wise report — the Sikkim Sub-Total row (Coal 82.88 / Hydro 643.27 / RES 62.67 / Grand Total 788.82 MW), re-confirmed as the Sikkim row in the Eastern-Region table (sits between Odisha and the Central-Unallocated row). In-state physical capacity corroborated via Govt-of-Sikkim hydel-projects listing and power-technology.com plant profiles. CEA PDFs fetched with curl -k (broken TLS chain). No value interpolated; unretrievable regulator anchors marked unverified.
