Uttarakhand — Data Verification vs CEA / SLDC / NR-LDC

Verdict · PARTIAL — verifiable peak anchor (official-summary peak) passes within tolerance; installed-capacity gap is a physical-vs-allocated basis difference (IEA-1199), not an error; displayed all-time-peak tile and four other anchors unverifiable today (HTML page HTTP 500)

Uttarakhand — Verification Report (May 2026)

Page verified: /states/uttarakhand · Retrieved: 2026-05-30. Tolerance: ±5% / ±2pp.

Read-side caveat. The HTML page at /states/uttarakhand returned HTTP 500 on every attempt on 2026-05-30. Displayed values below were read from the backing API (/api/states/uttarakhand → live_intelligence, and /infra-counts). Anchors the API does not expose (AT&C, RPO, tariff, real-time interchange) and the page's all-time-peak tile could not be read on the displayed side and are marked unverified — no value was fabricated.

Peak-demand fields (disambiguated)

The live_intelligence block on the state page renders several distinct demand figures. They must not be conflated:

Field API key Value · timestamp What it is
Current / modeled demand demand_mw / peak_mw 1,961.8 MW · "2026-05-29T23:31" Latest modeled state demand (modeled_state_demand_v1); peak_mw equals demand_mw per modeled point. Not a multi-year peak.
Official summary peak official_summary_peak_demand_mw 2,631 MW · period to "2025-12-31" Official monthly/summary peak met (CEA-aligned).
Two-year peak tile (rendered HTML) unverified (page HTTP 500) Per-state max over trailing 24 months. Could not be read today; if displayed it is the field IEA-1198 tracks for systemic understatement.
All-time / record peak tile (rendered HTML) unverified (page HTTP 500; no API field) Could not be read today. No value fabricated.

Findings

  • Headline peak (all-time tile) is unverified today, not a failure. The first-pass draft reported a −28.7% peak shortfall by comparing 1,961.8 MW against 2,752 MW. That was an artifact: 1,961.8 MW is the modeled current demand (demand_mw/peak_mw), not a two-year or all-time peak. With the HTML page returning HTTP 500 and no all-time-peak field in the reachable API, the displayed all-time peak cannot be read and is marked unverified — no fabricated delta. The authoritative reference for the headline, where a displayed value can later be compared, is CEA's FY2024-25 anticipated annual peak of 2,752 MW (a projected figure, not a measured record).
  • Official-summary peak passes. The page's official_summary_peak_demand_mw = 2,631 MW (period to 2025-12-31) is within tolerance of CEA's 2,752 MW (−4.4%), so the underlying summary-peak data is sound.
  • Two-year-peak tile (IEA-1198). The trailing-24-month peak tile could not be read today (page HTTP 500). If/when displayed it is the field the systemic understatement bug IEA-1198 tracks; no new ticket is proposed. The first pass's "tile understated −28.7%" claim was a misread of the modeled-demand field and is withdrawn.
  • Installed capacity +41.6% → physical-vs-allocated basis (IEA-1199), not an error. Page shows 6,939.5 MW of plant capacity physically sited in Uttarakhand (hydro 5,035.4 incl. the Tehri/NHPC central complex + RES 1,240.1 + gas 664.0). CEA's allocation-wise table assigns Uttarakhand a 4,902.0 MW allocated share (Sub-Total GrandTotal; Coal 627.8 + Gas 733.7 + Nuclear 47.5 + RES-Total 3,493.0). Uttarakhand is hydro-rich, so physical >> allocated: central inter-state hydro physically in the state is allocated out to beneficiary states. This is the physical-vs-allocated basis difference (IEA-1199), explicitly not a tolerance failure. (Row confirmed as the Uttarakhand Sub-Total, distinct from the adjacent Uttar Pradesh row, in the CEA Aug-2025 allocation-wise PDF.)
  • Fuel-mix basis note. The page's "Hydro 5,035 MW" is in-state physical hydro; CEA's allocation-wise "large-hydro 2,273.9 MW" is Uttarakhand's allocated hydro share. These are two different bases (IEA-1199) and reconcile only by basis, not by direct subtraction.
  • Five anchors unverifiable today. The all-time-peak tile, AT&C losses, RPO compliance, residential tariff, and RT interchange could not be read because the HTML page is returning HTTP 500 and the reachable API does not expose them. Marked unverified rather than guessed. Authoritative UPCL domestic tariff (Rs 3.65/kWh first slab) is captured for the record but has no displayed counterpart to compare against today.

Methodology

Displayed values read from the energymap backing API (/api/states/uttarakhand live_intelligence, /api/states/uttarakhand/infra-counts) on 2026-05-30 after the HTML page returned HTTP 500. Authoritative peak from the CEA Anticipated Energy Requirement & Peak Demand FY2024-25 report (Uttarakhand annual anticipated peak 2,752 MW, "Peak Demand in MW for 2024-25" table). Installed capacity from the CEA Aug-2025 allocation-wise Installed Capacity report (Uttarakhand Sub-Total GrandTotal 4,902.00 MW), reported alongside the page's physical in-state total (6,939.5 MW) as a basis comparison per IEA-1199. No value interpolated or fabricated; every unverifiable anchor marked as such.

Part of the F40 per-state cross-verification programme (IEA-1070).
