Findings

  1. Peak demand badly understated (>> tolerance). The "two-year peak" of 7,192 MW is ~15–17% below Delhi's real peaks — the city recorded 8,439 MW just five days before retrieval (25 May 2026) and an all-time 8,656 MW. Same root cause as Tamil Nadu (IEA-1197): the demand-history series only reaches back to ~2026-05, so the "two-year" label is unbacked. For Delhi the error is far larger than TN — this is the headline discrepancy. → Fix-ticket filed.

  2. Distribution / tariff / fuel-mix anchors are consistent. Delhi's famously-low AT&C losses (6–9% across the three discoms), the ₹3.00/kWh entry tariff slab, and the import-heavy gas/thermal fuel mix all match the regulatory record structurally.
