Kerala — Data Verification vs CEA / SLDC / SR-LDC

Verdict · PARTIAL — headline all-time peak reconciles (+3.0%); installed capacity differs on a physical-in-state vs CEA-allocated basis (not an error, IEA-1199); the two-year-peak tile is a known systemic artifact (IEA-1198); AT&C, RPO, tariff and live interchange unverified this pass

Findings

  • Headline peak reconciles. The correct headline comparison is the page's all-time peak tile (6,195 MW, POSOCO, "2026-04-23") against Kerala's authoritative all-time record of 6,012 MW, set on 14 April 2026 during evening hours per KSEBL reporting (Onmanorama, 15 Apr 2026; corroborated by ConstructionWorld). The 2026 record was reached in a tight sequence during the April heatwave — 5,797 MW (2 May 2024) → 5,802 MW (25 Mar 2026) → 5,987 MW (13 Apr 2026) → 6,012 MW (14 Apr 2026). The page's 6,195 MW POSOCO figure is +3.0% above the news-reported record (a later 23-Apr regional measurement, plausibly capturing a marginally higher evening peak), and sits inside the ±5% gate. The headline peak therefore PASSES.

  • The two-year-peak tile is the systemic artifact — corrected from the first pass. The first-pass draft wrongly elevated the two-year-peak tile (9,900.3 MW) to the headline and declared a FAIL. That tile, and the co-anomalous "today's peak" tile (9,900 MW), read ~9,900 MW — about +64.7% above the true ~6,012 MW record and physically implausible for Kerala (whose entire in-state capacity is ~5,174 MW). This is the systemic two-year-peak tile defect tracked under IEA-1198; here it manifests as an overstatement rather than the understatement documented elsewhere. Per instructions, no new ticket — route this tile reading to IEA-1198 triage. It does not invalidate the headline, which is carried by the separate all-time tile.

  • Installed-capacity gap is a basis difference, not a data error. The page shows 5,173.8 MW — the sum of plants physically located in Kerala (Renewable 2,646.13 + Hydro 2,008.15 + Gas 359.58 + Diesel 159.96 = 5,173.82 MW; the Gas and Diesel figures match CEA's state-located thermal exactly, confirming these are in-state stations). CEA's allocation-wise Aug-2025 table credits Kerala a Sub-Total Grand Total of 7,648.73 MW — a different basis that adds Kerala's allocated shares of out-of-state central stations, notably 362.00 MW nuclear (no nuclear is physically sited in Kerala) and 2,275.81 MW allocated coal, neither of which appears in the in-state sum. The −32.4% gap is therefore the physical-vs-allocated basis issue (IEA-1199), NOT a tolerance failure. Verified the row belongs to Kerala: in /tmp/cea_ic.txt the "Kerala" block runs State (Diesel 159.96, Hydro 1,964.15, GT 2,342.01) / Private / Central (Nuclear 362.00, Gas 359.58) / Sub-Total (GT 7,648.73), bracketed by Karnataka above and Tamil Nadu below — correctly aligned.

  • AT&C, RPO, tariff and live interchange were read from the page but not independently re-verified against PFC / KSERC / SR-LDC source documents in this pass — honestly marked unverified rather than asserted PASS.

Methodology

Live and tile values read from /states/kerala on 2026-05-30 (WebFetch). Authoritative all-time peak quoted from KSEBL reporting via Onmanorama and ConstructionWorld (retrieved 2026-05-30). CEA capacity from the Aug-2025 allocation-wise report (/tmp/cea_ic.txt, Kerala Sub-Total row; source PDF: cea.nic.in/.../IC_Aug_2025allocation_wise-1.pdf). Installed-capacity is reported on two explicit bases — page = physical-in-state, CEA = allocated share — per the IEA-1199 basis convention. Two-year-peak tile anomaly routed to IEA-1198. No value interpolated; nothing fabricated.
